Xinhua, China’s official news agency, reports that the government is implementing a “one dog” policy for each household in the country. Dog license fees for the one allowable dog in each household will go down. However, additional dogs must be “given away” — I think everyone knows what that means.

Pundits are claiming that the policy is designed to reduce the stray dog population. The pundits fail to mention, however, that owned dogs by definition aren’t stray.
